Client: ACT Procurement Solutions
Client’s Representative: Jock McLean
Superintendent: GHD
Superintendent’s Representative: Michael Goode
Project Start Date: February 2009

Description:

A design and construct project, involving duplicating a major existing road and bridge, upgrading and replacing intersections and relocating a number of underground services.

Design scope of works:

  • Location of all existing and proposed services within site specific area.
  • Make provisions for future services for adjacent residential and commercial land uses.
  • Identify, protect and relocate existing underground services where required
  • Maximise the use of recycled materials where appropriate.

    Flemington Rd - Cycle Lane

  • Provide appropriate landscaping for any reinstatement works.
  • Provide temporary traffic management plans
  • Extent of earthworks, incorporating cut to fill and spoil management
  • Pavement, including all cycle lanes and pedestrian paths
  • Incorporate bridge to new roadway to matching existing.
  • Include erosion control measures.
  • Provide all kerb/median information in digital data DXF format.

Construction scope of works:

  • Construction of 3.4km of roadway approximately 8.5m wide requiring 8000 tonnes of asphalt.
  • Restoration of existing roads.
  • Upgrading and widening five intersections.
  • Installation of underground services; including 6km of stormwater, 3km of water mains and 3.4 km of optic fibre. 1.6 km of sewer, 7km subsoil drainage.
  • Relocate approximately 1km of underground services in a common trench
  • Duplicate one bridge, two spans of 20m,
  • 10km of mountable kerb and guttering.
  • Install 5 Signalised intersections.
  • 6.8km of concrete footpath
  • Landscaping

Discussion:

The road profile of the Flemington Road Duplication project is a good example of contemporary road design where high volumes of traffic are catered for without compromising the quality of life for adjacent dwellings. Designed for high density housing, the Flemington Road duplication project provides for pedestrians, bus users and cyclists as well as peak hour traffic flows.

With Gungahlin’s increasing population, Flemington Road had to be transformed from a former rural road to a four lane major arterial road to provide a transport corridor between Gungahlin and Canberra. Part of the development was to consider social and environmental issues, and to this end, the road has safe ingress and egress with side access roads linking it to the apartment blocks lining the road sides. Contoured grassed swales separate the access lanes and the main carriageway to allow for water sensitive urban design (WSUD). Bus stops have been installed at several locations to encourage the use of buses therefore limiting car travel and traffic congestion.

The installation of more sets of traffic lights control traffic and pedestrian flow and with the introduction of concrete footpaths adjacent to the roadway assist in creating a safer environment for road users.

The traffic was a constant concern both working with and around the flow of vehicles. Tactical traffic switches ensured construction of the new roadway as well as the restoration of the existing road could continue safely with little disruption to traffic.

The principle advantage of this design and construction project is it enabled Guideline ACT to bring its expertise to the design process. Having the ability to be involved in the design Guideline was able to incorporate ideas introducing time efficiency and cost savings outcomes.
